The ICT Supervisor at Médecins Sans Frontières (MSF) Tanzania will be responsible for the comprehensive maintenance, monitoring, and follow-up of all IT and Telecom equipment, tools, and services within the mission. This pivotal role ensures the efficient use of MSF's digital infrastructure by providing essential onsite technical support and delivering training to users, all while strictly adhering to MSF’s established standards, policies, protocols, and procedures.

Key responsibilities include supervising, implementing, and continually improving data security protocols, encompassing data saving, firewall management, user access rights, robust backup procedures, and overall security for both hardware and software. The supervisor will also be crucial in ensuring data availability, enabling immediate operational recovery, and maintaining continuity in emergency situations. Furthermore, the role involves the proper maintenance and availability of a wide range of ICT and communication equipment, such as phones, VHF/HF radios, vehicle communication systems, laptops, and printers, alongside conducting preventive maintenance and maintaining accurate ICT stock inventories. The supervisor will also support users with MSF digital tools like OneDrive, Kompas, and SharePoint, providing guidance, briefings, and training for staff and newcomers. This position is located in Lindi Region – Liwale District, Liwale.

Key Requirements

Secondary education and formal technical training. Minimum of 2 years of proven experience in IT/Telecom technical areas. Expertise in the latest Microsoft Operating System and business applications. Good knowledge of computer hardware maintenance processes. Strong understanding of network theory and respective protocols.

A minimum of 2 years of local team management experience (covering customs, warehouse, and fleet operations) is required, alongside at least 3 years of on-site logistics management experience in Tanzania, specifically in Dar es Salaam port clearance and inland cross-border transport. Proficiency in critical areas such as ocean import clearance, TANCIS declaration, TBS PVOC certification, Tanzania-Zambia/DRC cross-border transport, and fleet scheduling is essential. Experience in bulk/engineering cargo logistics and familiarity with Chinese-funded enterprise logistics processes will be considered a significant advantage.

Language requirements include native fluency in Swahili to facilitate daily communication with local workers, customs officials, and government staff. Business proficiency in English is also mandatory for independently handling English customs documents, ACI emails, cost reports, and communicating effectively with Chinese management and foreign partners. Personal qualifications dictate that the candidate must be a Tanzanian citizen with a valid local ID, capable of long-term work in Dar es Salaam, and willing to accept port field work and overtime during peak seasons. Candidates who bring mature local resources, such as established customs brokers, reliable fleet contacts, and government liaison channels, are highly preferred.
