China Petroleum Engineering & Construction Corporation (CPECC) is seeking a Lead QA-QC Engineer / Deputy QA-QC Manager for a long-term Oil & Gas project. This role is central to maintaining the Project Quality Management System (QMS) across large-scale EPC and EPCC developments. The chosen lead will be tasked with supervising all QA/QC activities, including site inspections, vendor audits, and the management of a dedicated team of inspectors. As a key leadership position, the role requires deep expertise in multidisciplinary quality management and the ability to interface effectively with clients, third-party inspectors, and internal construction departments. The primary work locations for this vacancy include projects within Iraq and the UAE.
Key responsibilities include the preparation of critical documentation such as Inspection & Test Plans (ITPs) and Quality procedures. The candidate will manage site quality control from mechanical completion through to commissioning and handover. A significant portion of the role involves monitoring material submittals, vendor documents, and test certificates to ensure compliance with ASME and API standards. The manager must ensure all corrective and preventive actions are handled through the proper management of Non-Conformance Reports (NCRs). Regular attendance at Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) is required to guarantee project excellence and documentation accuracy.
Key Requirements
Bachelor’s Degree in Mechanical Engineering, Civil Engineering, or Industrial Engineering.
Minimum 12–15 years of professional experience in the oil & gas or energy sector.
Minimum 5 years in a Lead or Managerial QA/QC role specifically on EPC projects.
ISO 9001 Lead Auditor or Internal Auditor certification.
Valid CSWIP or AWS Welding Inspection Certification.
NDT Level II certification or equivalent professional credentials.
Proven experience managing quality on large-scale construction projects.
Expert knowledge of Welding standards, NDT methods, and inspection techniques.
Familiarity with international standards including API, ASME, ASTM, and ISO.
