PROCUREMENT SPECIALIST @ PEMBA AIRPORT CONSTRUCTION CONSORTIUM LTD (PROPAV)
The Pemba Airport Construction Consortium LTD (Propav) is currently seeking a highly qualified professional to lead the procurement execution for the Pemba Airport Construction project. This role involves managing the complete procurement lifecycle, from initial purchase requests and preparation of purchase orders to commercial bid evaluation and award recommendations. The successful candidate will play a critical role in ensuring that all procurement activities are in strict alignment with approved vendor lists, technical specifications, and the project's critical path schedule.
In addition to operational tasks, the position requires strategic market intelligence to source local and international suppliers for specialized construction materials such as bitumen, cement, and MEP systems. The role involves close collaboration with various stakeholders, including engineering, planning, and finance departments, to maintain cost control and budget compliance. Strong coordination with logistics teams for international shipping under various Incoterms and managing customs clearance processes is essential for the successful delivery of long-lead items to the site in Pemba.

Key Requirements
Bachelor’s Degree in Engineering, Supply Chain, Procurement, or a related field.
Minimum of 8 years of professional experience in procurement roles.
At least 5 years of experience specifically in EPC (Engineering, Procurement, and Construction) projects, preferably within infrastructure in Tanzania.
Fluency in English (mandatory) and proficiency in Swahili.
Demonstrated experience using ERP systems, specifically SAP Business One (SAP B1).
Deep understanding of Incoterms (EXW, FCA, CPT, DAP, etc.) and international shipping logistics.
Proven ability to manage the full procurement cycle, including commercial bid evaluation and award recommendations.
Experience in sourcing construction-specific materials like bitumen, cement, steel, and airport systems.
Strong commercial and contractual management skills for drafting and reviewing supply agreements.
Ability to work effectively with cross-functional teams such as Engineering, Planning, and Finance.
