Thamini Uhai is a Tanzanian non-governmental organization dedicated to reducing maternal and early neonatal mortality and strengthening health systems in underserved rural areas. The Procurement Officer will be responsible for managing procurement functions of the Thamini Uhai programme under the supervision of the Director of Finance and Operations. The role ensures efficient procurement planning, execution, compliance, and coordination across regional offices in Geita, Katavi, and Kigoma in line with donor and organizational policies. The programme focuses on improving maternal and newborn health outcomes through strengthening Emergency Obstetric and Newborn Care (EmONC) and other critical services.

The successful candidate will lead procurement planning, prepare Requests for Quotations (RFQs) and Invitations to Bid (ITBs), and manage supplier and contract selection. Key tasks include maintaining procurement records for audit purposes, tracking purchase orders, and conducting pricing research locally and internationally. The position is based in Dar es Salaam with a contract duration of one year, renewable based on performance and funding. The role requires strong financial coordination, including compiling supplier invoices and ensuring documentation aligns with donor requirements.

Key Requirements

Bachelor’s Degree in Procurement and Logistics, Supply Chain Management, or a related field. Valid certification from PSPTB (Procurement and Supplies Professionals and Technicians Board). Minimum 3 years’ professional experience in procurement, logistics, or supply chain management. Experience in donor-funded projects is highly desirable and considered a major asset. Previous experience in environmental or community-based projects is an advantage. Proven ability to develop and maintain comprehensive procurement plans. Strong skills in preparing RFQs, ITBs, and Requests for Proposals (RFPs). Ability to manage supplier selection processes and coordinate contract awards effectively. Deep understanding of procurement compliance with both organizational and international donor policies. Excellent reporting skills, including the ability to maintain procurement trackers and submit weekly reports.
