MANAGER – MONITORING, EVALUATION, RESEARCH & LEARNING (MERL) (1 POSITION) @ THAMINI UHAI
The Manager for Monitoring, Evaluation, Research & Learning (MERL) will lead the development and implementation of integrated MERL systems in Dar es Salaam. This role oversees data quality, analytics, and performance tracking to ensure program alignment with national frameworks such as DHIS2, HMIS, and MPDSR. You will play a pivotal role in evidence generation and supporting operational research to drive continuous learning within the organization.
The MERL Manager is also responsible for supervising the MERL team and strengthening the capacity of government and partner personnel in data management. By providing high-quality analytics and dashboards, you will help the program leadership make informed decisions based on real-time performance data. This position is central to demonstrating the impact of Thamini Uhai’s interventions and ensuring accountability to donors and stakeholders.

Key Requirements
Master’s degree in Public Health, Epidemiology, Biostatistics, or Health Informatics.
Minimum 7 years’ experience in MEL/MERL for health programs.
Strong technical experience with DHIS2 and national HMIS systems.
In-depth experience in RMNCAH programs and donor-funded projects.
Proven ability to lead the development of integrated MERL systems.
Expertise in data quality assurance and advanced data analytics.
Experience in operational research and evidence generation.
Capability to supervise and mentor a technical MERL team.
Ability to strengthen government and partner capacity in health informatics.
Proficiency in using data visualization tools and statistical software (e.g., Stata, R).
