MANAGER – MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) (1 POSITION) @ THAMINI UHAI
The MERL Manager will be based in Dar es Salaam and will oversee the design and implementation of the organization's monitoring, evaluation, research, and learning systems. This role is critical for ensuring data quality and providing the evidence base needed for strategic decision-making and program improvement across all maternal and newborn health projects.
The manager will supervise data analysis, monitor key performance indicators (KPIs), and lead efforts in research and knowledge management. By leveraging systems like DHIS2 and HMIS, the MERL Manager will work to ensure that data is effectively used at all program levels to enhance the impact and efficiency of RMNCAH interventions across Tanzania.

Key Requirements
Master’s in Public Health, Epidemiology, Biostatistics, or related field.
Minimum 7 years’ experience in MERL.
Strong experience with DHIS2 and HMIS systems.
Expertise in health data systems and data management.
Experience in RMNCAH programs.
Ability to lead MERL system design and implementation.
Proficiency in data quality assurance and validation.
Skills in statistical analysis and performance KPI monitoring.
Experience in research methodology and learning dissemination.
Ability to strengthen data use and knowledge management across the organization.
