FINANCE OFFICER @ NORWEGIAN ASSOCIATION OF DISABLED (NAD)
The Norwegian Association of Disabled (NAD) is seeking a qualified Finance Officer to lead and support its financial operations in Zanzibar. This role is pivotal in strengthening financial management systems, ensuring robust accountability, and maintaining strict donor compliance across the organization's local activities. The Finance Officer will be responsible for a wide range of tasks including managing payroll, overseeing banking and procurement, and tracking budgets to ensure alignment with strategic goals. Additionally, the role involves maintaining strong internal controls and implementing accountability systems to safeguard resources.
Beyond internal management, the successful candidate will provide essential support to partner organizations through subgrant coordination and capacity building. This includes reviewing financial reports, monitoring fund transfers, and assisting partners with budgeting to ensure they meet donor requirements. The Finance Officer will also play a key role in audit processes, conducting financial reviews and spot checks to follow up on management actions. Candidates will contribute to organizational learning by participating in program planning forums and assisting in the development of new project proposals and budget revisions.

Key Requirements
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
Minimum 6 years’ experience in financial management, ideally within NGOs or donor-funded programs.
Strong understanding of grants, subgrants, and international donor compliance standards.
In-depth knowledge of Tanzanian and Zanzibar tax, labor, and financial regulations.
Proven experience in coordinating audits and conducting internal financial reviews.
High level of integrity and a strong commitment to anti-corruption and transparency.
Excellent communication skills with proficiency in both English and Kiswahili.
Ability to explain complex financial concepts to non-finance staff and stakeholders.
Strong analytical and problem-solving abilities for budget tracking and revisions.
Proficiency in financial software and standard office applications like Microsoft Excel.
Experience in managing procurement processes and statutory compliance.
