ICT is recruiting a Traffic Engineer / Transport Economist for a major infrastructure project in Kenya. The project focuses on the Feasibility Studies and Preliminary Engineering Design of the Embomoss – Koiwa – Chebole – Siongiroi – Labotiet – Gorgor – Ambosi – Dikkirr – Kilgoris – Enoosaen – Anganga – Mariwa Road. This 143 km project includes the engineering design of associated civil works for Fibre Optic Cable installation under a Design-Build project delivery framework. Work locations include Embomoss, Koiwa, Chebole, Siongiroi, Labotiet, Gorgor, Ambosi, Dikkirr, Kilgoris, Enoosaen, Anganga, and Mariwa.

The successful candidate will be responsible for comprehensive traffic data collection programs, including classified traffic counts and origin-destination surveys. Key tasks involve traffic forecasting for 20-year evaluation periods, economic evaluation using HDM-4 software, and vehicle operating cost estimation. The role requires a highly experienced professional capable of conducting capacity analysis for intersections and road sections using recognized methodologies like the Highway Capacity Manual. This is a 5-month assignment requiring significant expertise in transport infrastructure investments.

Key Requirements

Bachelor of Science degree in Civil Engineering, Transportation Engineering, Economics, or Transport Economics. Registered or accredited by a relevant official body, such as the Engineers Board of Kenya, as a Professional Engineer. Minimum of ten (10) years of professional experience in traffic surveys, forecasting, and analysis. Minimum of ten (10) years of experience in economic analysis of transport infrastructure investments and benefit-cost analysis. Must have served as a Traffic Engineer or Transport Economist on at least three (3) road feasibility studies in the last 10 years. Experience on road projects with total estimated construction costs exceeding USD 20 million. Proven experience in comprehensive traffic data collection, including classified counts and axle load surveys. Proficiency in traffic forecasting over evaluation periods of at least twenty years. Demonstrated proficiency in using Highway Development and Management Model version four (HDM-4) software. Experience in conducting capacity analysis for intersections and road sections using Highway Capacity Manual procedures. Strong analytical skills for vehicle operating cost estimation and road maintenance cost forecasting. Ability to produce detailed economic feasibility studies and traffic engineering designs for road projects.
