HR & ADMIN MANAGER – CONSTRUCTION @ HSD-MELT
HSD-MELT is looking for an HR & Admin Manager specifically for our construction division in Tanzania. This role bridges the gap between project site requirements and corporate HR functions, focusing on the mobilization and management of large construction workforces. You will be responsible for site-based HR administration, including payroll coordination, attendance tracking, and labor compliance for diverse project teams.
In addition to HR duties, you will manage administrative logistics for construction sites, including document control, permit management, and camp site administration where applicable. You will work closely with project managers to ensure that manpower requirements are met and that all onsite personnel are managed in accordance with company policy and local labor laws. This is a dynamic role that requires presence at project sites and a robust understanding of the construction industry.

Key Requirements
Degree in Human Resources, Public Administration, or a related field.
Minimum of 6 years of experience in HR and administration, with at least 3 years in the construction sector.
Thorough understanding of Tanzanian labor laws as they apply to temporary and site-based workers.
Experience in managing the mobilization and demobilization of large project workforces.
Proficiency in payroll software and advanced MS Excel for reporting.
Strong administrative skills, including document control and records management.
Proven ability to handle labor relations and grievance procedures on active construction sites.
Excellent organizational skills with high attention to detail in a fast-paced environment.
Valid professional membership with a recognized HR body in Tanzania.
Ability to travel to remote construction locations and work effectively in site environments.
