Consulting Engineers Group Ltd (CEG) is seeking a highly experienced Rail Open Access Specialist for the Second Tanzania Intermodal & Rail Development Project (TIRP-2). This role is critical for establishing and monitoring open-access business models within the Tanzanian railway infrastructure. The successful candidate will bring a wealth of knowledge in transport economics and a significant background in rail operations to support this prestigious project. The specialist will contribute to the strategic development of the railway sector, ensuring that open-access principles are effectively integrated into the project framework. Responsibilities include providing expert advice on economic policies, managing stakeholder interests, and overseeing the implementation of business models that promote competition and efficiency in rail transport services across Tanzania.
Key Requirements
Master’s Degree in Transport Economics
25+ years of overall professional experience
Minimum 10 years in rail open access transportation projects
Strong knowledge of establishing and monitoring open-access business models
Extensive expertise in railway intermodal development strategies
Proven ability to work on large-scale international infrastructure projects
Strong analytical and financial reporting skills
Experience in project stakeholder management and government liaison
Familiarity with East African transport regulations and policies
Excellent communication and presentation skills in English
