China Petroleum Pipeline Engineering Co., Ltd. (CPP) is a world-class engineering firm specializing in the construction of oil and gas facilities and pipelines. Currently, CPP is heavily involved in the East African Crude Oil Pipeline (EACOP) Project, a significant infrastructure development in Uganda. The company is looking for a dedicated HR & Industrial Relations (HRIR) Lead to join their team on a full-time, project-based basis to manage human resources and labor relations effectively. The successful candidate will act as a vital bridge between the Chinese management team and the local Ugandan workforce. Responsibilities include overseeing recruitment processes, managing employee contracts, and ensuring compliance with local labor laws. The role also involves handling grievances, conducting investigations, and monitoring contractor HR practices. This position offers a unique opportunity to contribute to a large-scale international energy project while fostering positive industrial relations within the region.

Key Requirements

Bachelor’s degree in Human Resources, Industrial Relations, or a related field. Proven HR/IR experience, specifically within construction or oil and gas projects. Extensive knowledge of Ugandan labor laws and workplace regulations. Excellent communication and coordination skills to bridge management and staff. Strong conflict-resolution and negotiation abilities for industrial harmony. Ability to work effectively in a high-pressure, fast-paced project environment. Experience in workforce planning, recruitment, and screening processes. Proficiency in managing grievance and disciplinary procedures according to local law. Capability to prepare detailed weekly HR/IR reports and ad-hoc documentation. Previous experience working with Chinese enterprises or living in China is highly advantageous. Strong organizational skills to support contractor demobilization and workforce shifts.
