China Petroleum Engineering & Construction Corporation (CPECC) is urgently hiring for the position of Lead QA-QC Engineer / Deputy QA-QC Manager for a long-term project within the Oil & Gas industry. This role focuses on the execution of EPC/EPCC projects and requires a professional capable of managing complex quality management systems across multiple site locations. Candidates will be responsible for developing, implementing, and maintaining the Project Quality Management System in strict adherence to client requirements and international standards. This position offers a significant opportunity to lead a multidisciplinary team of engineers and inspectors on high-impact energy projects. Work locations for this specific project cycle include sites in the UAE and Iraq.

The successful candidate will oversee the preparation of Project Quality Plans (PQP) and Inspection & Test Plans (ITPs) while ensuring total compliance with project specifications such as ISO, API, and ASME standards. Coordination is a key aspect of this role, involving constant communication with engineering, procurement, construction, and commissioning teams to verify quality at every phase. From site surveillance and managing Non-Conformance Reports (NCRs) to participating in final handovers and mechanical completion, the Lead QA-QC Engineer ensures the highest standards of integrity. Regular reporting to project management and facilitating client or third-party inspections are also integral duties of this leadership role.

Key Requirements

Bachelor’s Degree in Mechanical Engineering, Civil Engineering, or Industrial Engineering. Minimum 12–15 years of professional experience in the oil & gas or energy sector. Minimum 5 years in a Lead or Managerial QA/QC role specifically on EPC projects. ISO 9001 Lead Auditor or Internal Auditor certification. Valid CSWIP or AWS Welding Inspection Certification. NDT Level II certification or equivalent professional credentials. Proven experience managing quality on large-scale construction projects. Expert knowledge of Welding standards, NDT methods, and inspection techniques. Familiarity with international standards including API, ASME, ASTM, and ISO. Strong leadership skills and the ability to manage a team of inspectors and engineers. Excellent analytical and problem-solving skills with high attention to detail. Proficiency in project documentation systems and quality reporting.
