HEAD OF HR (GLOBAL CONSTRUCTION) @ YRCS
As the Head of HR for Global Construction in the UAE, you will lead end-to-end HR operations and organizational design specifically tailored for a large-scale workforce in Dubai and the wider GCC region. You will be responsible for spearheading executive hiring and the complex mass mobilization of multi-site blue-collar and white-collar teams across international borders, ensuring seamless project startup and continuation. Possible work locations include Dubai and various project sites within the United Arab Emirates.
A critical component of this role is ensuring 100% compliance with UAE Labour Law, including MOHRE and WPS regulations. You will implement robust KPI frameworks and HRMS solutions to drive productivity and align diverse teams with corporate business goals. As a strategic advisor to the CEO and Board, you will oversee manpower budgeting and the integration of cross-border HR policies to maintain a competitive and compliant organizational culture.

Key Requirements
15-20 years of human resources experience with a focus on the construction industry.
Expert knowledge of UAE Labour Law, MOHRE, and WPS compliance requirements.
Experience in managing mass mobilization of international workforces across GCC borders.
Proven ability to lead organizational design for large-scale construction projects.
Hands-on experience with HRMS implementation and digital HR transformation.
Strong capability in designing and implementing performance-based KPI frameworks.
Strategic advisory experience with Boards of Directors or C-suite executives.
Competence in manpower budgeting for multi-site international projects.
History of managing both white-collar professionals and blue-collar labor teams.
Fluency in English and deep understanding of cross-cultural HR management.
