LEVEL 3 BUSINESS ANALYST – MAINFRAME/COBOL @ TALENT FLUXA
We are seeking an experienced Level 3 Business Analyst to support a major system modernization initiative focused on financial modules within a legacy environment. This role is ideal for professionals skilled in analyzing mainframe systems, extracting business logic, and driving transformation projects. You will be responsible for analyzing legacy mainframe financial modules, COBOL programs, and batch jobs while documenting and translating business rules, workflows, and dependencies into future-state models.
In this role, you will lead workshops with SMEs to validate undocumented financial processes and collaborate with data teams to streamline legacy account structures and payment systems. The position requires recommending process improvements while ensuring full compliance with federal and state regulations. Candidates must be local to Albany, NY, as the project involves close coordination with local teams and systems analysis on-site.

Key Requirements
7+ years as a Business Analyst on complex or large-scale IT projects
Leadership experience in Business Analyst roles
Strong background in financial systems and transaction processing
Expertise in requirements gathering, process mapping, and documentation
Knowledge of COBOL, ECL, DMS/RDMS, or similar mainframe technologies
Understanding of regulatory compliance and financial reporting standards
Relevant degree in Computer Science, Information Systems, or related field
Experience with Child Support systems is highly preferred
Ability to lead workshops with Subject Matter Experts to validate processes
Proven ability to translate legacy business logic into modern functional models
