COGENT Infotech is actively seeking an experienced Federal Proposal Writing Manager to join our dynamic team. This strategic role is crucial for driving winning strategies for U.S. federal contracts. The Federal Proposal Writing Manager will be responsible for leading crucial Bid/No-Bid decisions and developing comprehensive proposal strategies. This involves managing the full proposal lifecycle, from initial planning and outlining to final quality assurance and submission. Key focuses include analyzing federal opportunities, ensuring strict adherence to RFPs, RFQs, and all relevant FAR/DFARS requirements, and leading cross-functional teams to produce compelling, technically accurate, and fully compliant proposals. Success in this role requires a strategic mindset and proven experience in securing complex federal opportunities.

Key Requirements
Lead Bid/No-Bid decisions and develop comprehensive proposal strategy.
Manage the full proposal lifecycle, including planning, writing, reviewing, and submission.
Ensure strict compliance with all RFPs, RFQs, and government regulations, specifically FAR/DFARS requirements.
Analyze federal opportunities to identify key differentiators and strategies to improve organizational win rates.
Lead and coordinate cross-functional teams (technical, financial, legal) to produce compelling and compliant proposals.
Possess 8–10 years of direct experience in federal proposal writing and management.
Demonstrate strong expertise in federal acquisition vehicles such as FAR/DFARS, IDIQs, and GWACs.
APMP, PMP, or similar industry certifications are highly preferred.
Proven ability to lead and mentor proposal development teams effectively under strict deadlines.
Exceptional communication, organizational, and technical writing skills.
Deep understanding of the U.S. federal procurement environment and competitive landscape.
